As we close out another year of collaboration, advocacy, and progress, I want to thank each member of our provider agencies, Board of Directors, and Coalition staff for your dedication to improving the lives of children and families across New York State. The work you do, and the work we do together, strengthens communities and fuels the Coalition’s mission to ensure that children’s behavioral health providers and families have access to the comprehensive system of services, resources, and supports they need to thrive.

This report highlights some of the collective impact of our efforts and the momentum we are building for the future. Together, we are creating meaningful change and shaping a better system for those we serve. Thank you for being an integral part of this community. On behalf of the Board of Directors and staff, we are pleased to share the Coalition’s 2024 Annual Report. I am grateful to our dedicated staff for engaging with our provider agencies to advance our priorities on behalf of children and families throughout New York State. This year has been a testament to the dedication and collaborative spirit of our members and partners. Together, we have navigated challenges, embraced new opportunities, and worked tirelessly to advance our mission and vision for a comprehensive children's behavioral health system. Thank you for your continued involvement and dedication to our shared goals.

A 2.84% cost-of-living adjustment (COLA) for Medicaid service rates

An additional $4 million in loan forgiveness specifically for child-serving mental health practitioners
​

A new legal requirement that commercial health insurance plans pay at least the Medicaid rate for covered in-network OMH- and OASAS-licensed behavioral health services

No additional cuts to the Health Home Serving Children program
​

Rate increases for Youth ACT teams, and, through collaboration with OMH, new slot allocations and updated program guidance that improves Youth ACT Crisis Intervention Services and better supports both families and staff.

Input on the OMH Residential Treatment Facility (RTF) Clinical and Direct Care Staff Full Time Equivalent Guidelines, resulting in positive revisions to the guidance that work for agencies and are in the best interest of the children and families served.

Increased funding for Children’s Community Residence (CCR) service capacity and workforce retention for CCRs that have incurred a Medicaid revenue shortfall since 2022.

Our annual Policy Forum and Best Practices and Workforce Development Training Conference bring members, state officials, and other stakeholders together for focused networking and learning.
Policy Forum
During the 2024 Policy Forum, we kicked it off with an exhilarating presentation on generative AI before turning to experts from the New Jersey Children’s System of Care and our own state agency, provider, and community healthcare leaders for a full day of discussions on improving cross-systems services and meeting the complex clinical and behavioral health needs of children and families.

Offered in partnership with OMH, nearly 300 provider staff from across the state joined together for two days of workshops and discussions, ranging from day treatment interventions and workforce retention strategies to mindfulness and screen time, plus the prestigious recognition of member agencies’ valued staff during our employee of the year awards ceremony.
